Philip is a blue creature similar to [[Tibby]]. He enjoys playing baseball with his friends<ref>"Philip, I promise here and now: we WILL play baseball again!" ~ [[Tibby]], ''[[Rhythm Heaven Megamix]]''</ref> and considers himself the MVP of his team<ref>"We need the sun--every team's MVP! Well, other than me, of course!" ~ [[Philip]], ''[[Rhythm Heaven Megamix]]''</ref>. He is known to make chili<ref>"Well, if you wrap it up fast, come back. I'm making chili!" ~ [[Philip]], ''[[Rhythm Heaven Megamix]]''</ref> and claims he's good at other things<ref>"Let me know if I can help. I'm good for more than baseball." ~ [[Philip]], ''[[Rhythm Heaven Megamix]]''</ref>. He has a bright and cheerful personality.

After [[Tibby]] and the player help out [[Betty]], they move on to [[Planet Land]] where they encounter Philip. He tells them about how he heard a spooky voice, then the skies turned gloomy, making it too dark to see, and so he and his friends are unable to play baseball<ref>"Oh! Hello there, Tibby. I gotta tell you, it stinks. I heard this {{color|#EC1515|spooky voice}}, and it totally threw me off my game. Then the sky started getting all gloomy. It was so dark, I had to stop playing baseball altogether! You can't play baseball in the dark. Philip mentions that he heard the gloomy situation may have something to do with [[Tibby's Mom]]<ref>"Oh, and I heard this all might have to do with your mom." ~ [[Philip]], ''[[Rhythm Heaven Megamix]]''</ref>, and that if something's wrong with her, the rest of [[Heaven World]]'s residents will get overwhelmed. He is sure though that [[Tibby]] will be able to fix the flow<ref>"If something's wrong with your mom, queen of Heaven World... little fish like us might be in over our heads. And we know whatever's going on can change the sky. That's pretty high-level stuff. But you can do it--I'm sure of it. You'll fix the flow!" ~ [[Philip]], ''[[Rhythm Heaven Megamix]]''</ref>, which he and the player indeed do by clearing four [[Rhythm Games]]. In the process, they make things bright and shiny, making it possible to see [[Mamarin Palace]] in the distance<ref>"Even brighter! Philip also appears in ''[[Rhythm Tengoku The Best Plus Comic]]''. In [[Rhythm Tengoku The Best Plus Comic#28テビリとオモナガ (Tibby and Philip)|28テビリとオモナガ]] (Tibby and Philip), [[Tibby]] meets with Philip, who tells him that he started learning ballroom dancing. He mentions the classroom is on the [[Tangotronic 3000|fourth floor]] of the [[Songbird Tower]], how the [[Tangotronic|teacher]]'s neck twists around when things go well, and how his arms start stretching. He mentions how the teacher's neck stretches if he messes up, and that he sometimes [[Songbird Remix|wears a bird beak]]. [[Tibby]] reluctantly moves away. In [[Rhythm Tengoku The Best Plus Comic#31テビリとイヨカン (Tibby and Betty)|31テビリとイヨカン]] (Tibby and Betty), [[Betty]] comes to [[Tibby]] to complain about her friends being mean, in Philip's case that he stood her up on her date. [[Tibby]] comments on each occurance, saying Philip is always busy with baseball practice, but also secretly worried about the "date" part. In [[Rhythm Tengoku The Best Plus Comic#33レスラーとファン (Wrestler and Fans)|33レスラーとファン]] (Wrestler and Fans), Philip appears alongside his friends for the [[Wrestler]] Fan Photo Session.
