In 2004, [[generasia:Tsunku|Tsunku♂]] brought in a proposal and conception for what would eventually become ''[[Rhythm Tengoku]]''. He was influenced by his dissatisfaction with "sound games" which involved pressing buttons at specific times but not actual rhythm. He initially envisioned it as potentially being early childhood software to hone in the rhythmic sense of Japanese people, or rhythm training software for karaoke lovers.
