Rupert is a small microphone-shaped snake-like creature sitting in a pink jar. He wears a red scarf. He listens in on people with the intent to help them by bringing them news and occasionally gossip<ref>"Oh! Hello! I am Rupert. I apologize for showing up unannounced. I'll be in and out as the game goes on... giving you news and the occasional bit of gossip. And if you get in trouble, I'll be right there, kiddo! I'm kind of a busybody, to be honest... but I just can't help trying to listen in on everyone... Er, to help them, of course! It's, ah, nice to meet you." ~ Rupert introducing himself, ''[[Rhythm Heaven Megamix]]''</ref>. He enjoys meddling in people's business and is stated to dislike frogs. The shape of his lower body inside the jar is unknown, seemingly even to Rupert himself. He is able to stretch his torso to make himself taller. The player can obtain a [[Mascot]] of Rupert, which can replace the loading icon, by playing the [[Stable]] minigame. Rupert doesn't play an active role in the Story Mode of ''[[Rhythm Heaven Megamix]]'', but he appears throughout it, interrupting [[Tibby]] and the player to inform of them of newly unlocked features, similar to the messages that would alert the player in previous games. Rupert also takes the role of letting the player skip a [[Rhythm Game]] if they fail to clear it three times in a row, which was handled by [[Barista]] in previous games. Rupert's main role is replace the messages that often alert the player of newly unlocked options, which up till now had no character associated with them. Rupert will first appear after completing [[Fillbots]], where he will inform the player that the [[Café]] is now open. And after clearing the [[Coin Toss]], he will announce the opening of [[Challenge Land]].


Throughout the rest of the game, Rupert will announce any available [[Perfect]] Campaigns. He will also give players the option to skip [[Rhythm Games]] that they are having trouble [[OK|clearing]] (much like the [[Barista]] in previous games). After three failed attempts, he will offer the player to move onto the next game in exchange for [[Coins]].

She asks him what kind of creature he is, and he says he likes to listen in on people. She then gives him her scary look, and Rupert leaves. In Part 3, Rupert poses the question of what is inside his jar. After coming up with a few ideas, he gives his best regards and leaves. In Part 4, Rupert introduces himself to [[Shep]], who in turn seems happy to have found someone shorter than him. As he goes on about him being "short and cute", Rupert stretches his neck, making himself taller. As [[Shep]] regains his composure, Rupert returns to normal. A now more worried [[Shep]] says that he hopes Rupert will grow up as soon as possible.


In [[Rhythm Tengoku The Best Plus Comic]] [[Rhythm Tengoku The Best Plus Comic#36ムラサキの女の人 (Purple Woman)|36ムラサキの女の人]] (Purple Woman), Rupert asks [[Shep]] if he has seen a woman with an egg. The orange spheroid responds with frustration, saying he tried to get an egg from a [[Eglantine|purple woman]], but she suddenly stared at him with her evil eyes, which traumatized him. Rupert recognizes that he met the same purple woman before. As [[Shep]] and Rupert wonder why the purple woman is so evil, [[Eglantine]] herself, along with [[Hairold]], are wondering what the other two are talking about.
