Sorry but I'm gonna agree with MF5K on official Megamix translation. He's telling them to turn their heads a certain way. I imagine if he actually said "here" then it would imply they'd be turning to him instead, considering he only stands in one spot the whole time. I believe that it is "turn" rather than "here". Do think about it: If both were "here", for consistency's sake, then it would be illogical since "Right Face, Here". Basically, why would it be here, rather than there? There is only one recorded sample used at the end of each turning command, and basing upon the logic mentioned, it would be impossible for "here" and "there" to be present.
