Saltwater is a man in a blue suit that Tibby encounters him in Rhythm Heaven Megamix. He is a member of the Gatekeeper Trio. Saltwater runs the museum at the cafe when you usually play rhythm games or look at the badges, mascots or credits cutscenes there.
