Regarding the 3DS Home Menu theme
The name of a 3DS HOME menu theme refers to him as "Tebiri" even outside Japan.
The theme in question is called Rhythm Heaven Megamix Costumed Tebiri (リズム天国 ザ・ベスト＋ まねっこテビリ?, Rhythm Tengoku: The Best+ - Manekko Tebiri); though it seems that it was corrected to Rhythm Paradise Megamix Costumed Tibby when it was released in the European Theme Shop.
