Heaven Studio's editor was created to allow users to easily create their own Rhythm Heaven remixes and levels, featuring recreations of various minigames from across the series. It also featured fangames from other parts of the community, most notably Meat Grinder, Rhythm Sōmen and Trick on the Class.

Starpelly began the project as a personal Unity project in 2021. After the project was abandoned, it was forked by Megaminerjenny as Heaven Studio, who would eventually pass ownership to minenice. The source code and program downloads were hosted on GitHub, with a "nightly" build for each code update. The development was largely handled in the program's Discord server, where contributors could share redrawn, upscaled textures for each minigame, as well as work on programming and animation.
