I imagine if he actually said "here" then it would imply they'd be turning to him instead, considering he only stands in one spot the whole time. I believe that it is "turn" rather than "here". Do think about it: If both were "here", for consistency's sake, then it would be illogical since "Right Face, Here". Basically, why would it be here, rather than there?
